Route 2: The Coastal Route (Saranda → Riviera → Vlore → Shkoder → Ulcinj/Budva)

The scenic route — and the one most tourists prefer. Drive the Albanian Riviera coastline, then head north through Vlore, Durres, and Shkoder before crossing into Montenegro at the coast near Ulcinj.
