In This Guide
The Albania-to-Montenegro road trip is one of the best drives in the Balkans. Turquoise coastline, mountain passes, lakeside towns, and a dramatic border crossing — all within a few hours.
But here’s the connectivity question nobody answers until you’re already on the road: what happens to your phone signal when you cross the border? Does your eSIM still work? Will you have data for navigation on those mountain roads?
This guide covers mobile coverage along every major Albania-Montenegro route, what happens at the border, and how to pick the right eSIM plan so you don’t lose connectivity mid-trip.
The Two Main Routes
Route 1: The Inland Route (Tirana → Shkoder → Hani i Hotit → Podgorica)
Distance: ~250 km | Drive time: 4–5 hours | Border crossing: Hani i Hotit / Tuzi
The most direct route. Drive north from Tirana on the SH1 highway to Shkoder, then continue to the border at Hani i Hotit. After crossing, it’s about 30 minutes to Podgorica.
| Segment | Distance | Mobile Coverage | Notes |
|---|---|---|---|
| Tirana to Shkoder | ~110 km | Excellent 4G | Major highway, strong signal |
| Shkoder city | — | Excellent 4G | Full coverage, WiFi at cafes |
| Shkoder to Hani i Hotit border | ~40 km | Good to moderate | Signal weakens near border |
| Border crossing zone | — | Patchy | May drop to 3G or lose signal |
| Border to Podgorica | ~30 km | Good 4G | Montenegrin networks pick up quickly |
| Podgorica | — | Excellent 4G | Full urban coverage |
Key tip
Download your full route on Google Maps offline before leaving Shkoder. The border area can have a coverage gap where your phone switches between networks.
Route 2: The Coastal Route (Saranda → Riviera → Vlore → Shkoder → Ulcinj/Budva)
Distance: ~400+ km | Drive time: 8–10 hours (or split over days) | Border crossing: Muriqan / Sukobin
The scenic route — and the one most tourists prefer. Drive the Albanian Riviera coastline, then head north through Vlore, Durres, and Shkoder before crossing into Montenegro at the coast near Ulcinj.
| Segment | Distance | Mobile Coverage | Notes |
|---|---|---|---|
| Saranda to Himara (SH8) | ~55 km | Moderate, intermittent | Winding road, brief dead zones |
| Himara to Vlore (SH8) | ~75 km | Moderate | Improves near Vlore |
| Vlore to Durres | ~100 km | Good to excellent | Major road, solid coverage |
| Durres to Shkoder | ~110 km | Excellent 4G | Highway, strong signal |
| Shkoder to Muriqan border | ~30 km | Good | Stable until border zone |
| Border to Ulcinj (Montenegro) | ~10 km | Good 4G | Quick network pickup |
SH8 coverage warning
The winding Albanian Riviera road between Dhermi and Himara has the most inconsistent coverage on the trip. Brief dead zones in tunnels and deep valleys. Have offline maps ready.
What Happens at the Border?
The Network Handover
When you cross from Albania into Montenegro, your phone needs to disconnect from the Albanian network and connect to a Montenegrin one. This handover can be:
- Instant — Your phone seamlessly switches in seconds
- Delayed — Takes 1–5 minutes of no service
- Manual — You may need to toggle airplane mode on and off
Does Your Plan Work After Crossing?
| Plan Type | Works in Montenegro? |
|---|---|
| Albanian physical SIM (Vodafone/One) | Yes — free Western Balkans roaming |
| Albania-only eSIM | No — data-only in Albania |
| Europe regional eSIM | Yes — if Montenegro is in coverage list |
| Western Balkans / Balkans eSIM | Yes — multi-country by design |
| Montenegro-specific eSIM | Yes — but won’t work in Albania |
The safest option
A regional eSIM plan that covers both Albania and Montenegro. One plan, zero border-crossing hassle.
The Western Balkans Roaming Zone
Since July 2021, six countries share a regional roaming agreement: Albania, Kosovo, Montenegro, North Macedonia, Serbia, and Bosnia & Herzegovina.
For Physical SIM Users
An Albanian SIM card from Tirana airport includes free roaming across all six countries. Your data, calls, and texts work in Montenegro at no extra charge.
For eSIM Users
The roaming zone doesn’t automatically apply to travel eSIMs. A single-country Albania eSIM will not roam into Montenegro for free. You need a regional plan that explicitly lists both countries. For a full comparison of regional providers, see our Best eSIM for the Western Balkans guide.
Best eSIM Options for Albania-Montenegro Road Trips
Option 1: Regional Balkans/Europe eSIM
Buy one eSIM plan that covers both countries. Look for plans labeled “Europe,” “Balkans,” or “Western Balkans.”
- Roamzi — Regional Europe plans covering both countries. For Albania-specific comparisons, see our Best eSIM for Albania 2026 guide
- Airalo Eurolink — European regional plan (1GB to 100GB tiers)
- Holafly Europe — Unlimited data across European countries
- SIMOVO Balkans — Multi-country Balkans plan covering 7 destinations
- Saily Europe — Regional plan with competitive pricing
Price range: $15–$50 for 5–10GB depending on provider and duration.
Option 2: Two Separate Country eSIMs
Buy an Albania-specific and a Montenegro-specific eSIM. Install both before your trip. Switch at the border.
Pros: Each country eSIM is cheaper individually. Dedicated data for each country.
Cons: Manual switching at the border. More setup work.
Option 3: Albanian Physical SIM + eSIM Backup
Buy a physical SIM at Tirana airport (free Balkans roaming included) and have an eSIM pre-installed as backup. For the full SIM vs eSIM breakdown, see our Albania SIM Card vs eSIM comparison.
Pros: Best data value — 40GB for ~$24 across both countries. Local phone number included.
Cons: Requires visiting the airport kiosk.
Coverage in Montenegro: What to Expect
Montenegro has three operators: MTEL (largest 4G network), Telenor, and Crnogorski Telekom. Most international eSIM providers connect through MTEL.
Excellent Coverage
- Podgorica — full 4G throughout
- Budva — strong signal across tourist area
- Kotor — good in old town and bay
- Tivat — excellent, including airport
- Bar — reliable 4G
Good Coverage
- Ulcinj — solid signal including Ada Bojana
- Cetinje — good in town, weaker on approach
- Coastal highway (E65) — consistent 4G
Moderate to Patchy
- Durmitor National Park — intermittent in valleys
- Lovcen National Park — spotty on mountain roads
- Remote interior — coverage gaps in passes
Montenegro is about the size of Connecticut. Driving from one end to the other takes 3–4 hours. Coverage gaps are brief — you’ll rarely be without signal for more than a few minutes on main roads.

Frequently Asked Questions
Will my Albania eSIM work in Montenegro?
Only if it’s a regional plan that explicitly includes Montenegro. Single-country Albania eSIM plans stop working at the border. Check your provider’s coverage map before your trip.
What’s the best eSIM for an Albania-Montenegro road trip?
A regional Europe or Balkans eSIM that covers both countries. Roamzi, Airalo Eurolink, and Holafly Europe all offer plans that include Albania and Montenegro. Budget roughly $15–$50 for 5–10GB.
Does my Albanian SIM card work in Montenegro?
Yes. Albanian physical SIM cards from Vodafone and One Albania include free roaming across the Western Balkans, including Montenegro. This is one of the biggest advantages of buying a local SIM. See our Albania eSIM guide for tourists for the full connectivity overview.
How long does the Albania-Montenegro border crossing take?
Off-peak: 15–30 minutes total (both passport checks). Peak summer (July–August): up to 1–2 hours. Early morning crossings tend to be faster.
Is there mobile coverage at the Albania-Montenegro border?
Coverage is patchy in the immediate border zone. You may lose signal briefly as your phone switches from Albanian to Montenegrin networks. This is normal and usually resolves within minutes.
Which border crossing should I use?
Hani i Hotit / Tuzi is best for Podgorica, the interior, or the Bay of Kotor. Muriqan / Sukobin is best for Ulcinj or the southern Montenegrin coast.
Do I need a separate SIM card for Montenegro?
No — if you have a regional eSIM covering both countries, or an Albanian physical SIM with Balkans roaming. Yes — if you have a single-country Albania eSIM.
